§ 134-1.1. Definitions.

As used in this chapter, the following terms shall have the meanings indicated:

LARGE CONCENTRATIONS OF PERSONS

Twelve individuals or more.

PUBLIC HIGHWAYS

For the purposes of this chapter and notwithstanding any other rule, law, ordinance and/or statute, any paved or unpaved road which allows for the public use of transportation by any motor vehicle and/or any other method of transportation and shall be exclusive of any preexisting or delineated shoulder of such highway.
